What is F/T, or first test?

Newly installed boilers and boilers that have replaced more than half of their principal components/sections (or whose fuel burners have been replaced) must undergo a First Test before operation. First Tests are performed by the DOB (unlike regular annual boiler inspections). The DOB will grant a boiler/fuel burner job approval and signoff once the First Test is satisfactory.

You do not need to file a BO-9 (annual boiler inspection) during the year that the First Test has been approved. That said, the DOB advises that you may do so at your discretion to ensure compliance. While we’ve seen violations issued in error during a First Test year, you should be able to have them waived by filing a Boiler Waiver of Penalties (BWP) form.
