2023 to 2024 – What’s Changed?

2023 was on its way to being a record year when we released it during October of last year, and it showed in the final numbers.

687,037 violations across key agencies were issued via OATH last year. That’s 10% more than our prorated 2023 predictions, and a whopping 33% increase from final numbers in 2022.

A bar chart shows the total count of OATH-related violations from key NYC agencies across several years, starting in 2019. The count is nearly 600,000 violations in 2019, drops off significantly in 2020, and steadily increases through 2023, which nearly reaches 700,000 total violations. The final bar shows the prorated total for 2024 - an estimated small decrease from 2023's total violations.

In 2024 (so far), the numbers are going in a different direction. Save significant increases in the back half of the year, 2024 is on track to have 651,482 violations – an estimated decrease of over 30,000 infractions citywide.

Across the 6 OATH-related agencies we track (DOT, DOHMH, DSNY, DOB, FDNY, and DEP), all agencies in 2023 saw an increase except for the DOB. In 2024, the reverse is true – the DOB numbers are relatively steady compared to drops from other agencies – most significantly, the FDNY and DEP. In fact, the DSNY is the only agency in 2024 seeing a significant increase so far (about 10%).

Agency Deep Dives

As always, every Violations Report gives you a deep dive of key city agencies. In 2024, we’ve gone a step further and added biggest fine amounts alongside the top infraction list for each agency. You’ll be able to see which violating conditions are most frequently cited, and which ones have the biggest penalties overall. You’ll also get a look into which neighborhoods are seeing the most violations from key agencies, and how that differs from last year’s trends.

Here’s just some of what we cover in the report:

  • Which borough continues to top the list for DOB violations
  • How Rat Mitigation Zones overlap with top DOHMH violations and key neighborhoods
  • Which new DSNY regulations are starting to appear on top violation lists
  • Which agency issues the fewest violations, but has some of the highest penalties
