The new NYC DOF Amnesty Program (“Debt Demolisher“) begins on October 13th, 2026, and continues into early 2027.
We wrote about the Council’s approved amnesty program here on the blog, but there are some important details just announced by the DOF. Read on to get the final program info.
Key Details
The Department of Finance put together updated details for the Debt Demolisher program, currently scheduled from October 13th through January 10, 2027.
Basic details of the program are similar to past amnesty offerings:
- The program is open for 90 days
- It allows respondents OR payors to resolve outstanding judgments (fines) for OATH violations
- If a violation was Defaulted (hearing not attended), the default fine and accrued interest will be waived – respondents/payors will pay 100% of the base fine
- If an infraction is found to be “In Violation” after attending a hearing, accrued interest will be waived and respondents/payors will only pay 75% of the imposed fine
- Individual judgments must be paid in full. You can pay amnesty-eligible judgments in separate transactions before the program deadline. Judgments not paid in full by January 10th will revert to the full amount
Ineligible Judgments
- Judgments are not eligible if they were entered in court after July 15, 2026
- These judgments may be eligible for the OATH-Adjudicated ECB Violations Settlement Program. You can find out more about that program here, or let us know if you have any questions
- Judgments are also not eligible for the following reasons:
- If it was included in an agreement with the Sheriff’s Office or a New York City Marshal, the corporation counsel or a contractor of the corporation counsel
- Violations issued pursuant to a citizen’s complaint (idling, noise)
- If execution for enforcement has been issued to the Sheriff’s Office or NYC Marshals
- If the violation was converted to a tax lien
- If the violation is subject to a criminal investigation
Additionally, an accepted Certificate of Correction is required for eligible DOB and FDNY violations (and some Landmarks/DEP ones, as well). Per the program’s FAQ:
Some judgments require both payment and corrective action. These judgments can be resolved through the ECB Amnesty and Compliance Program only if the issuing agency approves the correction and the Department of Finance receives confirmation by the program’s end date.
Administratively issued violations with civil penalties (CAT 1 and periodic elevator infractions, AEUHAZ violations, etc) are not eligible for this program.
Specific questions about the process or different scenarios may be addressed on the program’s FAQ page, linked here.
Finding Eligible Violations
Per the DOF’s program page, you can use their site to review open judgments and eligibility. You can also search for violation eligibility in CityPay, or pay judgments at any DOF Business Center.
We also recommend logging into your SiteCompli or InCheck account to review outstanding judgments, including open DOB-OATH and FDNY-OATH penalties, and other agency infractions (DSNY, DEP, DOT, DOHMH, etc.) all in one place. If you need help running a report to get started, just let us know.
