NYC’s favorite annual resource is back! The 2025 NYC Compliance Checklist is here, and updated with the biggest due dates, new rules, and critical regulations for owners and managers citywide.

A Huge May For Sustainability
May 1, 2025 marks the first filing date for several Sustainability requirements, including the following:
- First annual report for most properties on the Local Law 97 Covered Buildings List
- One-time reports for properties on the Local Law 97 Prescriptive List (Article 321)
- Local Law 88 information filed alongside LL 97 reports
That’s in addition to ongoing annual benchmarking reports (Local Law 84) and Local Law 157 installation requirements (more details on that in the below section) – all due on the same day.
While it’s possible the city may delay or defer any of the above, it’s never a guarantee. Make sure you coordinate with your Sustainability professional to ensure information is filed by the above deadlines, and avoid steep penalties for failure to file.
Residential Requirements & Programs
There are a few residential requirements coming due this year, along with a new program from the DSNY:
- Local Law 157 – required natural gas detectors installed in dwelling units by May 1. No filing required, but enforcement may come in the form of inspections, violations, etc.
- Local Law 31 – XRF tests in required residential units and common areas must be done by August 9. No filing required yet, but test results will have to be on hand, shared in key situations, and given to HPD/DOHMH upon request
- DSNY Multiunit Collection Program – Annual application period begins January 1, and ends January 31; you can access the application here. This allows larger buildings to opt-in to earlier setout/collection times than the mandated later times.
A number of DSNY regulations have gone into place lately, including containerization requirements for properties with 9 or less units, and a new pilot program for larger residential buildings starting in Manhattan CD 9. Stay tuned for more updates going forward.
Predicting The Facades Future
2025 marks the start of FISP Cycle 10 – or at least, it should.
As of December 2024, there are no official updates or references from city sources about the upcoming FISP cycle. That’s especially interesting in light of the ongoing FISP study commissioned by the city. It’s possible that future FISP cycles may have different timeframes, different property sets, or other adjustments.
That said, it may take a while for any recommendations to be put in place. Recommendations would have to go through the city’s rulemaking process, and, depending on the proposed changes, require city council regulations.
Until we hear otherwise from the DOB, we’re moving forward with estimated due dates for Cycle 10 in mind. If your property is in Subcycle A (4, 5, 6, or 9 as the last digit of the property block number), we recommend connecting with your QEWI to review and schedule inspections. Inspections for this Subcycle will be due February 21, 2027, with B and C following in 2028 and 2029, respectively.
