After a slower start to 2025, compliance changes are in full swing for the Spring. Here’s our monthly NYC compliance roundup for March 2025, featuring news from the council & city agencies.

BIG FACADE CHANGES
This month, the city council codified new sidewalk shed regulations, and gave us insights into what future facade cycles could look like. Check out our standalone article on facade updates and predictions here.

LL 157 Notices Coming Soon?

HPD’s March 2025 bulletin noted that approved language and a sample notice for natural gas detectors would be coming in April. We’ll let you know as soon as it’s available.

DSNY Bin Distribution & Reimbursement

A new council law requires the DSNY to do the following for “eligible buildings”:

  • Distribute official NYC waste bins to owners
  • Reimburse owners who purchased official bins

Per the bill, eligible buildings include “those with up to 2 dwelling units where the building owner is enrolled in a New York STAR or Enhanced STAR tax benefit program.” The bill officially goes into effect on August 1, 2025.

Cooling Tower Seasonal Startup

The DOHMH shared a PDF reviewing best practices for seasonal cooling tower startups. Most important among them? Coordinating early with your Water Management Team, including your Qualified Person, treatment vendor, and building management.

NY State Resolutions

While resolutions aren’t law, they are an indicator of where the council stands – and how the State may weigh in. Here are a few resolutions that were approved in March:

  • Resolution calling on NY State Legislature to prohibit owners from filing eviction proceedings for “tenants who reside in buildings with substantial pending housing maintenance code violations” – click here to view.

  • Resolution calling on NY State Legislature to require unlawful eviction cases to be heard within 5 days – click here to view
  • Resolution calling on NY State Legislature to pass S.126, which would help provide legal representation to certain homeowners in foreclosure proceedings – click here to view

DOB Reminders

  • The BEAM portal is now open for Local Law 97 submissions. Remember – while the annual due date is May 1, the city has established a grace period through June 30th this year.
  • Retaining wall updates (including increased penalties) are now in effect
