What is a LL 10/81?

A Local Law 10/81 Violation is an administratively issued violation for failure to file an annual Category 1 elevator inspection. This violation was last issued for the 2008 cycle, and has been replaced by the EVCAT1.

The civil penalty for a LL 10/81 violation is $1,030 per noncompliant device. Because this violation was issued one per building, a penalty sheet is necessary to determine the total amount of impacted devices and the full penalty for each building.

To resolve a LL 10/81 violation, you must request a penalty sheet from the DOB and pay the total fine due.

As of June 2020, specific fines for "failure to file" elevator violations can be seen in DOB NOW. You should not need a penalty sheet to view and pay the same. See SiteCompli's Blog Post for more details.
