DOB Structural Filing Fees And Provisions Finalized

New DOB structural filing fees have just been finalized in time for the new year, along with some key provisions for building and parking structure requirements. We wrote about them previously, but here’s a refresher of what’s changing:

Fee Adjustments

The city just published adopted rules signed before the end of 2025, increasing several fees related to structural filings. Noteworthy increases include parking structure amended filings ($85 to $940) and subsequent filings ($85 to $485).

There are also new penalties for inspections made necessary by failure to file a required PIPS report ($575), parking structure verification requests ($685), and parking structure partial protection removal requests ($695).

A partial protection removal request occurs when a QPSI requests to remove public protection from a specific section of a building that was classified “Unsafe” and has a large footprint. If work to correct the Unsafe conditions on that section is complete, the request can be submitted. Verification requests are when the QPSI or building owner asks the DOB to verify that a specific parking structure is subject to PIPS.

Waiver Provisions

The new rule also includes a clarification on penalty waivers in the case of full building demolitions. Here’s the new text:

An owner may be granted a waiver if the full demolition of the building occurred prior to the inspection cycle for which the report was due, and such demolition was signed off by the Department.

Monitoring Provisions

More clarifications were included for things like proposed monitoring programs related to structural safety. The method and frequency of monitoring must be included in these plans going forward. Your QPSI should be aware of this, but make sure to review prepared plans as they’re filed.

This year kicks off the final subcycle of the first round of PIPS (before an already-approved increase to filing frequency), and starts another subcycle in Cycle 10 of FISP.
