If your property has a No Report Filed status in Cycle 9, read on – here’s what you need to know about early Cycle 10 FISP filings for non-complying owners.
File Cycle 10 Early
According to the city’s latest Service Notice, owners whose buildings have their most recent status as No Report Filed (and are filing Safe or SWARMP) may file an initial report prior to the start of their designated sub cycle filing window. Early filings that are accepted would stop the building from accumulating civil penalties before their required sub cycle begins.
As a reminder, here are the filing sub cycle windows:

Here’s How It Works
If your property is in Subcycle B or C, but you want to file early to avoid additional Cycle 9 penalties, here’s how to submit:
- The Cycle 9 status of the building must be NRF (No Report Filed).
- File a Sub Cycle Override in DOB NOW: Safety to have the building assigned to sub cycle A (in cycle 10 only).
- This should not change the sub cycle for future years
- After the sub cycle override has been approved, file the report in DOB NOW: Safety.
- Once the report is found acceptable, the applicant and owner will receive instructions by email to pay all related civil penalties within 10 business days. Only once payment is received will the report receive approval. Failure to submit payment within 10 days may result in the report being deemed incomplete and civil penalties continuing to accumulate.
