What is a VCAT1?

A VCAT1 Violation is an administratively issued violation for failure to file an annual Category 1 elevator inspection. This violation was last issued for the 2009 cycle, and has been replaced by the EVCAT1.

The civil penalty for a VCAT1 violation is $1,030 per noncompliant device. Because this violation was issued one per building, a penalty sheet is necessary to determine the total amount of impacted devices and the full penalty for each building.

To resolve a VCAT1 violation, you must request a penalty sheet from the DOB and pay the total fine due.

As of June 2020, penalties for "failure to file" elevator inspection violations can be viewed in DOB NOW. You should not need a penalty sheet to access this information, and pay any applicable fines. See SiteCompli's Blog Post for more details.
