The DOB just shared three new Service Notices with updates for early Cycle 10 FISP filings & correction updates coming to DOB NOW: Safety. Read on for what’s starting December 15, 2025.
Early Cycle 10 FISP Filings
Like they did for filings in Subcycle 10A, the DOB will allow early FISP submissions for specific properties in Subcycles 10B and 10C. Per the Department:
…owners whose buildings have their most recent status as No Report Filed and are filing as Safe or SWARMP (safe with a repair and maintenance program) may file an Initial report prior to the start of their designated filing window to stop accumulating civil penalties.
Essentially, if a property didn’t file the required report in Cycle 9 and has an NRF status, they can submit Cycle 10 filings early to stop the accumulation of monthly and annual penalties. Note that penalties must be paid before the Cycle 10 report gets final approval – failure to pay fines will result in them continuing to accrue.
Here’s how to submit early and stop accumulating fines:
- Confirm the most recent status of the building is NRF – No Report Filed (you can see this in your SiteCompli or InCheck account)
- A sub-cycle override is no longer required to file the initial report
- Once the report is provisionally accepted, all related civil penalties must be paid within 10 business days. The report will receive final approval only after payment is received
- Failure to submit payment within 10 days will result in the report being deemed incomplete and civil penalties continuing to accumulate

AEUHAZ1 Actions In DOB NOW: Safety
In addition to FISP updates, AEUHAZ1 actions (violations, payments, and challenges) will be in DOB NOW: Safety.
As a reminder, AEUHAZ1 violations are issued to the building (not the named respondent) for Class 1 DOB-OATH infractions that aren’t corrected “immediately.” They’re usually issued anywhere from 60-90 days after the initial violation issuance date.
To prevent an AEUHAZ1, a Certificate of Correction must be submitted and accepted by the DOB. You can also challenge an AEUHAZ1 violation following the steps on the recently issued Service Notice, here.
Certificates of Correction In DOB NOW: Safety
Speaking of Certificates of Correction – all requests must now be submitted through DOB NOW: Safety. Per the Department:
COC requests that were submitted in DOB NOW: BIS Options before this launch will continue in BIS Options. COC requests still in pre-filing status on the launch date will be cancelled and will have to be submitted in DOB NOW: Safety
